Shira Skybinskyy, LPC
Shira Skybinskyy serves as the Clinical Services Manager, for Wasco, Hood River and Sherman Counties. She currently oversee the Wraparound Program and facilitates System of Care Committees in the three counties. Shira has the honor of overseeing the magnificent Children’s teams in Wasco and Hood River, as well as the amazing Sherman County Team.
Shira Skybinskyy has worked at Mid Columbia Center for Living for two years, and in her current position for one year. She has co-facilitated two Crisis Intervention Team(CIT) events in her previous position as Crisis Supervisor at MCCFL.
Shira graduated with my Master’s Degree in Clinical Psychology from American International College, in Springfield, MA and is a Licensed Professional Counselor (LPC).

Glen Patrizio, MD
Glen Patrizio, MD is a physician that is dual Board Certified in Family and Hospice & Palliative Medicine. He joined MCCFL in March 2019 through a grant designed to add medical care to augment behavioral health and substance abuse services. The goal is to help coordinate the care clients receive through MCCFL with their primary care providers in the community, so they can enjoy the benefits of a healthy life.
As a physician, Dr. Patrizio works with any and every type of client served by Mid-Columbia Center for Living. However, he specializes in helping people to establish individualized overall goals of care plans that allow them to maintain control over the quality of their lives.

Diana Bailey, MSN, RN
Diana Bailey MSN, RN joined Mid-Columbia Center for Living (MCCFL) in the spring of 2016 as Nurse Care Supervisor. She has been actively involved in Fire/Emergency Medical Services and Nursing in the Mid-Columbia region since 1992. As a volunteer Fire Fighter/EMT/Board Director at Mid-Columbia Fire and Rescue, she discovered her ability and joy in serving others.
In 2002, she pursued a nursing career that has spanned frontline care in medical-surgical, family birth, and critical care to that of a nurse educator at Columbia Gorge Community College.
Diana joined the MCCFL team to assist in the design and implementation of an integrated care model which emphasizes recovery, wellness, trauma-informed care, and physical-behavioral health.
Katie Stevens, MPP
Mel Heuberger is the Accounting Manager for Mid-Columbia Center for Living (MCCFL) currently in charge of Accounting and Billing functions within the Agency.
He works with the Accounting team overseeing Payroll and Accounts Payable functions as well as with the Billing Team to bill Providers and Clients for Services provided by MCCFL.
Mel has worked at MCCFL since 2012. Prior to coming to MCCFL he worked in the Telecommunications and Public Power industry in various Accounting roles located in the Mid-Columbia area and the Mid-West.
Mel graduated from Oregon State University with a Degree in Business Administration emphasizing the Accounting field. In his downtime Mel enjoys family and sports.
A native Oregonian, David Pickering brings 30 years of experience to his role as HR Manager at MCCFL. He is responsible for managing all functional areas of HR (i.e. classification and compensation plans, recruitment and selection processes, benefits, employee relations, etc.), and he serves on the Agency management team. He came to MCCFL in 2016 with a background in the public-sector and the not-for-profit arenas; he is certified as a Senior Professional in Human Resources (SPHR) through the Human Resource Certification Institute.
David is also a musician who sang in a vocal jazz octet for eight years prior to moving to the Gorge, and he is a poet whose work has been published in a variety of northwest periodicals. He lives in The Dalles with his husband, Stephen.
Terry Rogers, LPC
Stephen Bradley specializes in working with those with mental illness and coming in contact with legal/justice system. He works with community partners to provide supports, therapy, case management to consumers to increase quality of life and decrease risk to contact law enforcement.
Steve is also an after hours crisis workers, Oregon Certified Investigator and Examiner, Lic with the Oregon Board of Licensed Professional Counselors and Therapists, certified to instruct Mental Health First Aid for Adults.
He presents as requested to community partners on the topics of mental illness, managing those with symptoms and de-escalation.
Steve obtained his MA in Counseling from Gordon Conwell Theological Seminary , South Hamilton MA.
Hobbies include his dogs, birding, reading, running and being an overall nerd.
